BIPEA is a non profit organization composed of a General Assembly, a Board of Directors, an Scientific and Technical advisors, and a Bureau. Together, these entities govern the organization both administratively and technically.

- The General Assembly acts as the overarching body responsible for overall governance.
- The Board of Directors leads decision-making at the top level of BIPEA’s administrative and operational activities.
- The Board of Scientific & Technical Advisors is composed of experts who assist BIPEA in defining and executing its scientific and technical policies. Furthermore, Proficiency Testing Program Presidents each overlook a specific program. They ensure a discussion, enabling participants to offer feedback and suggestions to enhance the PT programs.
- BIPEA Bureau, as a permanent structure is responsible for BIPEA’s day-to-day activities which involve scientific, quality, and operational management. The Bureau is composed of several specific services :
